The bible of AI and democracy is here: CAIDP 2025 Index

The Center for AI and Digital Policy (CAIDP) released the fifth edition of the AI and Democratic Values Index (AIDV) in May 2025 ranking policies and practices in 80 countries across the globe. The comprehensive 1500 page review includes more than 7000 footnotes and counts contributions from over 1000 participants in the CAIDP policy clinics from over 120 countries.

The key developments from 2024 highlighted include:

  1. The endorsement of the Council of Europe AI treaty
  2. The EU AI Act
  3. The UNESCO recommendations on AI ethics
  4. The efforts of OECD and the Global Partnership on AI (GPAI) to implement OECD AI principles
  5. The codes of conduct for AI systems developed in organisations announced by G20, G7 and ASEAN
  6. The endorsement of the Continental AI Strategy of the African Union

For 2025 and beyond CAIDP issued comprehensive policy recommendations including the global support for the international AI treaty; the importance of human oversight of AI systems across the lifecycle and prohibition on AI systems that undermine human rights and democratic values; the implementation and enforcement of AI governance frameworks such as the EU AI Act and the Hiroshima AI Process; algorithmic transparency and establishing a UN special rapporteur for AI And human rights.
