European Commission Executive Vice President Henna Virkkunen delivered the keynote speech at a major event hosted by the Centre for European Policy Studies (CEPS) on June 27 in Brussels, where European policymakers, civil society representatives, academics and tech leaders came together to discuss the EuroStack initiative, a comprehensive plan to reduce Europe's dependence on foreign digital infrastructure.
Over 80% of Europe's digital infrastructure and technologies are currently imported, creating systemic vulnerabilities that the EU now considers a security risk rather than just an economic concern. The EuroStack framework proposes building a European-controlled digital ecosystem spanning semiconductors, cloud services, AI systems, and software platforms. The initiative has gained significant political backing, with the European Parliament's ITRE Committee recently adopting a resolution supporting it, and major EU countries like Germany, France, and Spain incorporating similar goals into their national agendas. The event brought together stakeholders to discuss implementation strategies, with a European Network being established to coordinate efforts across sectors.
